Congressional GOP Embrace President's Call to Overhaul Affordable Care Act
US senators are meeting during the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a bipartisan agreement on how to resolve the standoff appeared to recede as GOP senators floated a proposal unacceptable to Democrats: scrapping the Affordable Care Act, called Obamacare.
Growing Consequences of Government Shutdown
The impact on US citizens from the lengthiest shutdown of the US government in history worsened on Saturday, as government employees went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been delayed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got under way, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Endorsement
Multiple Republican senators welcomed the proposal, which is similar to a replacement for Obamacare proposed in 2017.
"We're going to replace this broken system with something that is actually better for the consumer," one senator stated.
Another senator commended Trump's suggestion on online platforms, and stood next to a giant blow-up of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator wrote in reply to Trump's proposal. "We need to stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Democratic Response
Democratic senators shared concerned reactions to Trump's proposal.
"Essentially, Donald Trump's 'concept of a plan' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same unsuccessful Republican plan that's been defeated by voters and Congress."
Another senator responded to the censure of insurance companies by posting: "Well, Trump and the Republicans dislike how the large insurance companies are ripping-off Americans. Seriously? Then I welcome your support for universal healthcare."
Ongoing Negotiations
The Senate adjourned without finding a resolution, but Senate Republican leaders have indicated an willingness to an developing proposal from a small group of moderate Democrats to terminate the shutdown in exchange for a later vote on the ACA subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another path forward" after Republicans rejected an offer to restart the government and extend the payments for a year.
Another leading Democratic senator continued in maintaining that Republicans should accept a 12-month continuation of the subsidies before discussing the long-term of the subsidies.
"Doing nothing is derelict because citizens will go bankrupt, people will lose insurance, people will get more ill," the senator stated in a Senate address. "That is what will happen if this Congress fails to act."
Political Dynamics
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of repealing and replacing Obamacare with savings accounts is improbable to earn a single Democratic vote.
Some analysts indicated that the essence of such a plan would remove the ACA's mandate that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to eliminate and overhaul Obamacare with a version of the plan that failed to garner enough support in 2017.
